Job Description

The Regional Transportation Authority (RTA), located in downtown Chicago, is currently accepting applications to fill the Senior Analyst, Capital Program position. As the oversight agency for the three transit Service Boards that provide two million daily rides throughout the six-county region, the Regional Transportation Authority (RTA) believes successful communications are essential to build and sustain support for public transportation. Under the general direction of Manager, Capital Programs, the incumbent is responsible for reviewing and approving third-party contracts and procurement processes and practices; the coordination of capital programming initiatives; administration of the Five-Year Capital Program; and capital grant issuance and administration. Prepares reports and presentations for RTA Board of Directors, senior management and staff; participates in the development of departmental objectives, policies and procedures; and interacts with counterparts at the Service Boards, Federal Transit Administration (FTA), Illinois Department of Transportation (IDOT), local and regional governments and planning bodies, and other public transportation related entities. Responsibilities include but are not limited to:

1.Assists in financial oversight of the State of Illinois Bond Programs and PAYGO funding administration including project development, funding coordination, grants issuance, requisition processing, preparation of quarterly project status reports to IDOT and cash flow projections. Responsible for review, analysis and recommendation of concurrence requests from the Service Boards, conformance with the RTA/IDOT Project Management Guidelines and FTA Best Procurement Practices manual, project budgets, capital program and grants. Coordinates the concurrence approval process and information sharing with IDOT and Project Management Oversight Consultant (PMOC), communicates the results of concurrence reviews and resolves issues with the Service Boards. Works with the RTA Audit Department on risk assessment of capital projects and provides necessary information for audits, works on resolving audit findings and improvement to processes to ensure the RTA and the Service Boards comply with all established requirements for management and oversight of state capital funding.

2.Assists in development of the Five-Year Capital Program and its annual elements. Supports preparation of multi-year funding projections, reviews Capital Program for conformance with the RTA Regional strategic plan, asset condition assessment, and RTA capital performance-based allocation approach. Assists in determining the split of federal funding apportionments between Illinois, Wisconsin, and Indiana and in preparation of interstate funding agreements for execution; assists in preparing funding allocation memos to the Regional Administrator of FTA. If needed, interacts with the FTA, IDOT, Chicago Metropolitan Agency for Planning (CMAP), RTA and Service Boards to ensure timely preparation of Capital Program funding amounts and the RTA and Service Board Capital Programs and program amendments.

3.Assists in managing the RTA Innovation, Coordination and Enhancement (ICE) Program, including preparation of all grant agreements/amendments, reviews budget revisions and scope amendments for ICE projects. Participates in ICE project evaluation process as part of annual business call for projects.

4.Assists in review and processing of Capital Grant reimbursement requests of the Services Boards using Enterprise Resource Planning (ERP) system, monitors capital expenditures, assist in preparation of quarterly reports analyzing expenditures and capital projects completion status. Prepares reimbursement requests to IDOT and monitors cash receipts. Assists in preparation of monthly Grant Requisition Reports (summary and detail) and reconciles the differences with the RTA Controller Division, Service Boards and auditors.

5.Maintains accuracy of capital project records in the RTA ERP system. Identifies improvements, both internal and external, that are necessary to manage RTA Capital Program records efficiently. Provides training to others on how to use ERP system and maintain integrity of the data.

6.Proposes, directs and/or supports special studies and projects to implement the objectives of the Division, Department and the Authority. Assists in the development and implementation of the Division’s Annual Work Plan and monitors the plan for performance.

Job Requirements

Knowledge, skills, and abilities equivalent to a bachelor’s degree in Public Administration, Business, Operations Analysis, Audit, Accounting, Finance, Economics, Urban Planning, related field, or equivalent work experience. Advanced degree preferred. A minimum of five (5) years of progressively responsible procurement processes and practices, project management and program implementation experience in a public or private concern, including negotiations and consensus building experience in a project team environment, and a strong emphasis on data analysis, capital budgeting, and communication skills. Strong knowledge of Microsoft Office products, quantitative skills including database and spreadsheet application development, and Enterprise Resource Planning systems experience necessary.

Salary Mid-Point: $78,093

Salary Range: $62,474 to $93,711

 

Candidates can expect salary offers that range from the minimum to the mid-point of the salary range. RTA provides full pay ranges so candidates can consider their growth potential.
